It's really a good idea to fact-check these things. This video came out months ago and is not what it appears to be. It is not an official address to the European Union, but a speaker at a Covid conspiracy theory summit hosted by just five out of 705 MEPs who were able to use their status to book a room inside the European Parliament buildings, not in the Hemicycle, where official parliamentary sessions are held.

I have read the debunking articles with interest and although they highlight some inaccuracies of the video they are also full of misleading information.
DeleteThere was of course no genetic manipulations in the 1960s but still a lot of un-natural selection in laboratories as well as research to weaponize diverse virus.
Likewise to say that most research was done on virus which are specialized in animals is correct but then to imply that it has no relevance for human covid is a stretch since the main point of the natural origin of Sars-Covid is its ability to easily jump from species to species. So of course you will work on specific characteristics of the virus by testing these on animals, THEN you can move to humans by inserting the right genes into human virus.
This said, although Dr David Martin does simplify some of his conclusions, (but so does everybody else, if you don't nobody can follow your argument!), mostly, I believe that his points deserve to be heard. (Even if some of them are false.)
In France, the now defunct Nobel Prize virologist, Dr Montagnier was making similar remarks before his death.
Furthermore, if you search carefully (because it is all censored), you will find many, many doctors making similar claims.
